★ ★ ★ ★ ★ I'm not entirely sure why the reviews are complaining that it's only an ATM, as the title of this location clearly says "BMO Bank of Montreal ATM". That being said, it's not a good location.
The hours are quite poor, there's only one ATM, and the space around it is pretty narrow. There's quite a bit of traffic (from people accessing the elevators and a nearby doors, since this is located inside a lobby), so all in all it's a pretty uncomfortable experience.
It'd be great if there was an actual branch downtown, but a decent ATM location would be a good start.
