Most Provincial Offence charges result in out-of-court payments. Citizens who are issued Provincial Offence tickets should read them carefully for a complete list of their payment and trial options.
Option 1, Plea of Guilty - Payment Out of Court
By choosing this option, you are stating that you are guilty and you must pay the total payable at the bottom of your ticket. You can pay the fine either in person or by mail at any Provincial Offences Court location in the Province of Ontario. Cheques should be made payable to the City of Thunder Bay.
Option 2, Plead Guilty with Submission as to Penalty
By choosing this option, which is also known as a "walk-in plea of guilty," you are stating that you are guilty but will provide submission as to penalty (ability to pay fine or more time to pay). You must attend the Provincial Offences Court office indicated on your ticket. Please bring your offence notice with you.
Option 3, Trial Option (Not guilty)
If you wish to plead not guilty you must sign your name under Option 3 on the back of the ticket as well as note any change to your address. You can either mail it or drop it off at the Provincial Offences Court office indicated on the back of your ticket (blue copy). You will receive a Notice of Trial in the mail in the next few weeks after we receive your request. If you do not receive a Notice of Trial in 3-4 weeks, contact the Provincial Offences Court office to confirm the status.
NOTE: You have 15 days from receipt of an offence notice to exercise one of the above noted options. If you fail to respond you will be deemed not to dispute the charge.

★ ★ ★ ★ ★ I went in with a heavy heart knowing their was a mother stray with smaller kittens living around my backyard. They were very helpful & understanding about what was going on. I got a trap from them and now I hope to catch the whole family in hopes of them being adopted. Lady at front desk was empathetic about the situation. Can't speak for everyone else's experience, but I can speak on mine.

★ ★ ★ ★ ★ Staff was very compassionate, and despite the? sadness we experienced upon the decision to bring in a small kitten we found, that seemed to be experiencing some sort of health issue, the staff assured us that the kitten would be well taken care of. Hope to see this Kitty find a loving home that can provide her with whatever it is she needs. In return I'm confident the kitten will return the owners with much love and affection❤

★ ★ ★ ★ ★ For some reason Animal Service is still not up and running as it was pre-pandemic, which seems strange since City taxes are funding this facility. Other city facilities are able to open and function but for some reason not Animal Services isn't.

★ ★ ★ ★ ★ I went to get a cat that would get along with my Kitty whose cat friend had passed away, leaving my Kitty looking quite depressed. I knew I needed a cat of the right personality to work with Kitty. The staff were kind, obviously knew their cats well and so helpful. I couldn't have had a better experience. Here is Mittens, who has taken over our house in time for Christmas.
