After running two weeks or more after the person, when finally we decided to go with someone else. We got the following response.

the design this person sent to me were all available on online. If I really wanted to steal your ideas I would have not wasted calling and texting you, I would have rather just steal it from the websites.
Message for clients:
If you have lots of patience and time in hand sure, go ahead they give you a good pricing. But if you are a person who value time and commitment and don't like running after others, then do not waste your time.
