Bylaw Adjudication

The adjudicator begins by saying she is neutral, but within 30 seconds it was quite apparent that her mind was already made up. The adjudication was conducted in a prove you are innocent manner. The adjudication notice had the incorrect charge on it, but they stated it was an administrative error. Spelling a name or address incorrect is an administrative error, not having the details of the charges correct is something that should have been corrected. The best analogy I can give you is you are charged with speeding on a day you didn't even own a car. Even the decision notice STILL has the incorrect charges on it. The adjudicator also made a "joke" and smirked while making it. This was made at my expense. Doing such a thing in this type of setting was totally unprofessional and unwarranted. The adjudicator also backed up the animal control officer in their argument. Her comment instantly felt like the decision was predetermined and was an example of her lack of neutrality. Another reason why I feel the decision was made before I even said saying anything is that in her reasoning the adjudicator attributes an argument I supposedly made when the words she wrote never crossed my mouth. I believe this shows the adjudicator's bias and evidence the adjudicator had predetermined the outcome prior to the formal hearing. Regrettably, this is the process that is in place to dispute tickets. Sadly, if you are looking for a fair, or even the perception of a fair and neutral hearing, you will not find it here.
